Not something I agree with in it's entirety, but some decent food for thought and something to prompt discussion.
My main concern is coming at change in government from a "tools first" perspective. Instead the 'back end' of government needs to act like a platform, not just the 'user interface' i.e. govt needs to start running projects and activities as a platform - inviting in social innovators, geeks/experts, citizens etc to work on offline things as well as online things to make sure that a culture of 'government as a platform' is woven through the fabric of what it does.
